Dean Tamburri

Vice Chairman

Current Term: July 13, 2021 – Present

Dean Tamburri is a Business Agent for Laborers’ Local 17, where he tracks construction projects and collaborates with contractors to provide them with the required skilled labor for projects across Orange, Ulster and Sullivan Counties.  He also focuses on promoting Union work and consulting laborers in wages, benefits and training.  Tamburri has been with Laborers’ Local 17 for over 35 years, beginning his career in the field as a Laborer and Foreman and later as a Funds Administrator.

Tamburri also serves as an Executive Board Member and Recording Secretary for Local 17, along with being on the Board of Trustees for the Annuity, Welfare and Pension Funds.  He previously served on the Board of Education at Marlboro Central Schools for nine years.

Tamburri earned his Bachelor of Science in Computer Science and Accounting from Marist College in 1987.  He is currently a Town of Newburgh resident and originally from Marlboro, New York.

Vincent Odock

Secretary

Current Term: March 4, 2021 – Present

Dr. Vincent Odock is a professor at SUNY Orange, has published various Economic articles and textbooks, co-authored a widely used college textbook “Exploration in Microeconomics”, and has recently spearheaded a research project on “Workforce Development and Future Employment Opportunities in Orange County, New York (2018-2021)”. He also completed Economic Impact Studies for various Organizations, including Suny Orange.

Dr. Odock earned his BA (Economics) from the University of Manitoba, Canada, his MA (Economics) from Suny Binghamton, and MBA (Finance) from the School of Management, Binghamton University. He earned his PD (Instructional Leadership) at St. John’s University, NY, and Doctorate in Business Administration.

Dr. Odock has served on the CCEOC Board of Directors (Cornell University Cooperative Extension) for 6 years. He was a member, past president, and treasurer of the Board of Directors of Literacy Volunteers of America Orange County, NY.
He continues to hold membership at the American Economic Association. He is an active member of the Greater Newburgh Rotary club.

Bill Fioravanti

Chief Executive Officer

Current Term: March 4, 2021 – Present

Bill Fioravanti became the CEO of the Orange County Industrial Development Agency in November 2021 after serving as the interim agency manager since March of that year.

Fioravanti joined the Orange County community in 1999 when he relocated with Frontier Communications from the Capital District area.  In 2004, he became Executive Director of the Town of Wallkill Boys & Girls Clubs, which he led through a period of dramatic growth in Orange and Sullivan Counties. In 2009 he became Associate Executive Director for the YMCA of Middletown, leading the project to construct and launch their highly successful South Orange Family YMCA (SOFY) branch in Monroe.

Fioravanti pivoted into economic development in 2012, beginning as the Vice President of Membership for the Orange County Chamber of Commerce. He followed this with his role as the Director of Business Attraction for the Orange County Partnership, and as Orange County’s Director of Economic Development, serving under County Executive Steve Neuhaus. In his current role as CEO of the IDA, Fioravanti aims to help continue attracting quality employers – and quality jobs – to the area.

Fioravanti is also a committed community volunteer. He co-chairs the Mayor’s Strategic Economic Development Advisory Committee (SEDAC), he is also a board member for Habitat for Humanity of Greater Newburgh, and he is a Trustee for Mount Saint Mary College.

Fioravanti is a proud homeowner in the City of Newburgh where he lives with his wife Elizabeth and daughters Caterina, Mira and Elle.

Project Manager

Kelly Reilly joined the Orange County IDA in 2009, where she previously served as a Client Services Specialist and Project Manager of Facilities.

Reilly has assisted in the upfit of all of The Accelerator’s locations, and works closely with the organization’s clients. She is also responsible for public hearings and communication of IDA projects and meetings, and works closely with auditors on the IDA project labor audits. Reilly has been a Notary Public since 2010.

Prior to her work with the Orange County IDA, Reilly worked for IBM for nearly 30 years.
