ABOUT ORANGE COUNTY:
Orange County, NY (population 385,000) sits approximately 50 miles to the north of New York City. The Orange County Industrial Development Agency (IDA) is seeking a visionary leader to capitalize on many of Orange County’s assets to help create high quality career opportunities. Some of the County’s assets include being home to:
– Commercial and commuter rail
– Stewart International Airport owned by the Port Authority
– Three interstate highways (87, 84 and 86 a/k/a NYS 17)
– Four colleges (United States Military Academy [WEST POINT], Touro Medical College, SUNY Orange and Mount Saint Mary)
– Two rivers – Hudson and Delaware
– One of the nation’s newest hospitals (Garnet Health Medical Center)
– A Top Five national shopping center (Woodbury Common Premium Outlets)
– LEGOLAND New York – the world’s newest Legoland theme park
The IDA is focused on promoting economic growth through a program of incentive-based allocations that assist in the construction, equipping and maintenance of facilities which lead to meaningful job creation in Orange County, NY.
Orange County is a fast growing County full of economic activity. It is ideally situated with relatively affordable real estate, outstanding local schools, growing recreational assets, land capable of being developed and repurposed, and a skilled workforce ready, willing and able to take on new challenges. The recent success of opening LEGOLAND New York in Orange County, along with the ongoing construction of Amy’s Kitchen (the world’s premier organic food supplier), along with healthcare expansion and retail growth put Orange County in an enviable economic development position. Added to those existing successes is the Federal government’s expanding interest in infrastructure which is expected to lead to stronger commuter rail into NYC for Orange County citizens. Orange County is poised for responsible and successful growth.
ABOUT THE IDA:
The IDA is governed by a 7 member board appointed by the County Legislature (“Board”). It typically operates with a staff of 3-5 people at any given time. Its primary responsibility is to grant sales and property tax exemptions for industry which meets the IDA’s mission statement and board-set policy criteria. While in recent years the IDA had sought to expand its “Business Accelerator” program, the IDA is currently going through a narrowing of purpose to meet the more traditional role of IDAs – granting/denying tax abatements to industries looking to expand in or locate into Orange County. The IDA is focused on promoting economic growth through a program of incentives-based allocations that assist in the construction, equipping and maintenance of facilities which lead to meaningful job creation in Orange County. A competent, steady, and experienced leader is needed to further this focus and help supercharge Orange County’s economic future.
ABOUT THE CHIEF EXECUTIVE OFFICER:
The CEO of the IDA shall possess and demonstrate high ethical standards, a strong understanding of economic and business development, comprehension of State and Federal economic incentive programs, an understanding of tax incentives, be able to analyze and make recommendations relative to tax exemptions and PILOT arrangements, all while being able to communicate effectively with the public about the mission of the IDA and how the decisions of the IDA fulfill that mission. The CEO must have the confidence to make recommendations to the IDA Board, the ability to represent the IDA and be a representative of economic development in Orange County through appearances locally, regionally, and nationally when necessary. The CEO must be able to work with Counsel to ensure necessary reports are filed with the NYS Authorities Budget Office, have human resources skills and the ability to work well with others. Ethical, experienced, smart, capable, and fair with business sense – that is what we are looking for.
SALARY:
The IDA anticipates a salary in excess of $125,000 plus competitive full benefit package.
